Policy Purpose
This policy sets out how Rapport Recruitment Ltd manages health and safety relating to the supply of temporary and permanent workers into UK construction sites. Our aim is to help ensure our workers operate in safe environments that comply fully with UK health and safety law.

Scope
This policy applies to:
All workers supplied through Rapport Recruitment Ltd
All staff responsible for recruitment operations
All clients receiving labour from us
It applies throughout the recruitment and placement process.
Our Responsibilities
Rapport Recruitment Ltd will:
Supply workers who are competent, qualified and legally permitted to work
Confirm right-to-work documentation and relevant credentials
Inform workers of:
Their duty to follow site safety rules
Client procedures for PPE and induction
Who to contact if safety concerns arise
Maintain a process for reporting safety concerns
Communicate safety concerns to clients and take corrective action
Withdraw workers from unsafe environments where concerns are not addressed
Review this policy annually or after serious incidents
We do not control or supervise work on client sites.
Client Responsibilities
Clients are responsible under UK law for:
Providing a safe workplace and welfare facilities
Conducting risk assessments and site-specific inductions
Providing PPE and specialist training where required
Supervising workers daily
Ensuring machinery and tools are safe and properly maintained
Accident investigation and RIDDOR reporting
Emergency planning, fire safety and first aid arrangements
Clients must notify Rapport Recruitment promptly of:
Incidents involving our workers
Changes in job tasks requiring additional qualifications
Health or competency concerns
Worker Responsibilities
Workers must:
Follow all site rules, instructions, and safety briefings
Wear and maintain PPE provided
Not undertake tasks beyond their competence or training
Stop work if they believe a task is unsafe
Report hazards, incidents or concerns immediately to:
The site supervisor, and
team@rapportrecruitment.com
Failure to follow safety rules may result in removal from assignments.
Reporting & RIDDOR
Rapport Recruitment will:
Record all notified accidents, incidents and near misses
Support the client in fulfilling RIDDOR obligations
Maintain secure records of reported events
Assist in communication necessary to protect worker safety
Communication & Monitoring
We maintain regular communication with:
Workers on active assignment
Client site contacts and site managers
We may request:
Feedback on working conditions
Attendance to confirm welfare
Updates on job task changes
This helps ensure continuing suitability and safety.
Training & Competency
We ensure workers:
Have the required trade certifications or CSCS cards
Understand expectations of safe conduct
Clients must provide:
Task-specific supervision
Toolbox talks and site induction
Policy Enforcement
Where safety risks are identified and not addressed, Rapport Recruitment will:
Remove workers from the assignment
Decline future placements with the client
Refer concerns to relevant authorities where required
Health and safety concerns take priority over operational or commercial matters.
Policy Review
This policy will be:
Reviewed every quarterly
Updated if legislation or operational practices change
Communicated clearly to staff, workers, and clients
